“In our Constitution and in criminal legislation, no one has abolished the death penalty, there is a decision of the Constitutional Court, which postponed the imposition of such a sentence, so no referendums are needed, a decision on this issue of the Constitutional Court is sufficient,” said the Chairman of the State Duma at a plenary session .

The speaker stated that the issue of returning the death penalty requires discussion and analysis of all decisions made. To do this, he proposed creating an inter-factional working group, which would include representatives of all political factions, as well as heads of relevant committees. According to him, it should also, in particular, discuss issues of migration policy. The chairman of the State Duma proposed that the vice speaker of the lower house, Irina Yarovaya, lead the group. The head of the Duma Committee on State Construction, Pavel Krasheninnikov, was invited to join the group.
