76% of Russian universities have raised tuition fees for freshmen in the 2022-2023 academic year. On average, the cost of undergraduate programs has risen by 4%. The ministry also said that two-thirds of educational institutions raised prices for specialist’s programs (no more than 4%) and master’s programs (no more than 5%).
The increase in tuition prices affected students of the second and subsequent courses. According to the law “On Education”, after the conclusion of the contract, it is allowed to raise prices for education only in connection with one condition – an increase in the inflation rate of the current year. For 2022, inflation is 4%.
