In the Basmanny District Court, a guilty verdict was passed under the article “Fraud on an especially large scale” (part 4, article 159 of the Criminal Code of the Russian Federation) to the former employee of the Federal Security Service of the Russian Federation for Udmurtia, Major Andrey Shavrin, and the fixer Mikhail Chichkanov, who introduced himself as an FSB colonel.
As it became known to MK, at the end of June 2019, fraudsters received 16 million rubles from the director of the Federal State Budgetary Institution VNII Ecology Daniil Putyatin in order to carry out operational and investigative measures against the former director of the Department of Investment, Restoration and Construction of the Ministry of Culture Artem Novikov. However, the promises were not kept. Putyanin, who suspected Artem Novikov of commercial bribery, never received any results from would-be investigators, losing a large sum of money.
Today Judge Yevgenia Nikolaeva announced the verdict: Andrei Shavrin was found guilty, however, due to the absorption of the appointed term (2 years 6 months), the major was immediately released in the courtroom with a written undertaking not to leave. Mikhail Chichkanov was less fortunate, he was found guilty and sentenced to imprisonment for a period of 4 years and 2 months with serving in a general regime correctional colony.
