The State Duma adopted in the first reading amendments to the law “On State Registration of Vehicles” introduced by the head of the Duma Committee on Transport Evgeny Moskvichev.

The bill will allow citizens to deregister a car with the State Traffic Safety Inspectorate on the day of sale if the purchase and sale agreement is drawn up through the government services portal or with a notary. Today, this can be done no earlier than ten days from the date of the transaction: during this time, the old owner receives fines for violations committed by the new owner. The amendment will eliminate unreasonable fines, the decisions will be immediately sent to the new owner, explained Evgeny Moskvichev.

Another change will allow cars to be registered without compulsory motor liability insurance. Evgeniy Moskvichev points out that the restriction can be abandoned because inspectors check policies on the roads. This idea was criticized in the Duma Committee on the Financial Market. The head of the committee, Anatoly Aksakov, said on Tuesday that, according to insurers’ estimates, about 6 million cars are traveling on the roads without a compulsory motor liability insurance policy; after the adoption of the amendments, there may be even more of them, which means there is an increased risk that law-abiding citizens will not be able to compensate for damage in an accident in within the framework of automobile citizenship. Previously, similar risks were announced by the Russian Union of Auto Insurers. To strengthen control over the presence of compulsory motor liability insurance, it is necessary to include checking policies through traffic police cameras, says Anatoly Aksakov. Let us remember that this system has been discussed for many years, but has not yet been launched.
