The Ulyanovsk parliament did not approve the head of the Accounts Chamber for a new term

The Legislative Assembly of the Ulyanovsk region refused to reappoint Igor Egorov as chairman of the Accounts Chamber (CA) of the region, whose candidacy had already been approved by all authorities, including the qualification commission of the RF CA. Although the vote was secret, taking into account the balance of power in parliament, it is obvious that the personnel decision was blocked by members of the United Russia (UR) faction. According to the opposition, the demarche could have been organized by some representatives of the local elite, who wanted to send a signal to the communist governor Alexei Russkikh about the need to take their interests into account.
According to regional law, the head of the joint venture of the Ulyanovsk region is appointed by a resolution of the regional legislative assembly, which is adopted by secret ballot. At least a third of the deputies, the speaker of parliament and the governor can nominate a candidate for this post. The current chairman of the joint venture, Igor Egorov, at the beginning of the 2000s, under Governor Vladimir Shamanov, was the head of the expert-analytical department, vice-governor for economics, and under the previous head of the region, Sergei Morozov, deputy minister of economy and minister of entrepreneurship and tourism. Mr. Egorov has headed the joint venture of the Ulyanovsk region since January 2009; his next term of office expires at the end of 2023.
Speaker of the Legislative Assembly Valery Malyshev (ER) proposed reappointing Igor Egorov for a new term, after which Mr. Egorov was nominated by the relevant committee of the Legislative Assembly. His candidacy was previously agreed upon, among other things, with Governor Alexei Russkikh. Then the decision on nomination was approved by the regional parliament, which, in accordance with the law, turned to the SP of the Russian Federation for an opinion on the applicant’s compliance with the requirements for this position. The Qualification Commission of the SP of the Russian Federation confirmed this compliance, and the relevant parliamentary committee unanimously supported the appointment of Mr. Egorov. After personal meetings with the candidate, the decision to approve his candidacy was made by all factions of the legislative assembly.
The discussion of the personnel issue at the session on November 13 began with a report from Igor Egorov, who, in particular, said that over the past five years the joint venture had identified more than 960 violations, and based on the results of inspections, ten criminal cases had been initiated. There were no questions to the speaker or speeches after that, and the deputies immediately moved on to secret voting. However, the counting of ballots showed that only 14 deputies out of 32 present voted for the reappointment of Mr. Egorov, and 18 voted against it. “It’s clear,” said Speaker Malyshev. “Let me announce that based on the results of the voting, Igor Egorov’s candidacy was rejected.”
Let us note that United Russia has 27 of the 36 mandates in the Legislative Assembly, three each – the Communist Party of the Russian Federation and the Liberal Democratic Party, one each – A Just Russia – For Truth (SRZP) and Communists of Russia, and one more vote from non-party self-nominated Sergei Morgachev.
Therefore, as the deputies themselves point out, “in any case, the bulk of the votes against were the votes of United Russia.” At the same time, the leaders of the LDPR and Communist Party of the Russian Federation factions told Kommersant that their factions decided to vote for the appointment of Igor Egorov and “it’s unlikely that anyone could violate this decision.”
Deputies from SRZP and Communists of Russia also confirmed their vote for the head of the joint venture.
Valery Malyshev admitted to Kommersant that he could not find a reasonable explanation for what happened. “The United Russia faction decided to support the decision of the relevant committee on Egorov; there were no questions or complaints. At the meeting, no one asked questions, there were no speeches, and no complaints were voiced. But in the end it turned out to be a very serious matter. And if now we start all over again, in Moscow they will ask: who do you take us for, what kind of political games are you playing there?” – the speaker was perplexed. He does not rule out that Igor Egorov will be proposed for this post again (according to the law, new candidates must be nominated within two weeks, which may include a rejected candidate).
The leader of the United Russia faction, secretary of the regional branch of the party, Vladimir Kameko, in a conversation with Kommersant, admitted that the rejection of Igor Egorov’s candidacy “could not have happened without the participation” of United Russia members, although he himself “voted in favor.” “But we in the faction did not raise the question of whether it was for or against: we took it into account, but did not make a decision to support it or not,” he added.
According to the leader of the Communist Party faction, Vitaly Kuzin, some deputies believe that the vote on November 13 was a kind of revenge of big businessmen on the principled head of the joint venture.
“But this, I believe, is not entirely true. It’s not about Egorov himself. He simply turned out to be the figure on whom everything came together by chance. Most likely, there is a certain group of major political players in the United Russia camp, which carried out sabotage through controlled deputies, inflating its own price: it sends a signal that it must be taken into account, knowing that the situation will be noticed in Moscow, and there after the approval of the candidacy in the federal center and its deviations, questions will arise,” Mr. Kuzin told Kommersant.
Ulyanovsk political scientist Nikolai Vasin also considers the incident an “organized action.” “The fact is that United Russia is not a party where it is customary to display uncoordinated independent actions. There, if they vote, then that’s it. In this case, not everyone voted against it. There are people who know the principled Yegorov well and did not vote as they were asked. But all this is a very serious mistake for United Russia, because Egorov’s authority is high, he is respected and known by leaders of all ranks, business and the public,” the expert sums up.
