The total number of orphans in Russia has decreased by a quarter over 10 years

Deputy Minister of Labor of the Russian Federation Alexey Vovchenko reported that the total number of orphans in the country during the period from 2013 to 2023 decreased by 24%. There were 66% fewer orphans in specialized institutions during this period.
“Over the past 10 years, the number of orphans in institutions has decreased by 66% (from 106 thousand in 2013 to 35 thousand in 2023). The total number of orphans decreased by 24% – from 491.5 thousand in 2013 to 375.7 thousand in 2023,” said Mr. Vovchenko at the 95th session of the UN Committee on the Rights of the Child (quoted from RIA Novosti). .
The Deputy Minister added that in the Russian Federation, the implementation of federal and regional interdepartmental action plans for the prevention of social orphanhood continues, cases of deprivation of parental rights decreased by 2.2%, and the removal of children from their parents with an immediate threat to their life and health decreased by 12.6%.
According to the Ministry of Education of the Russian Federation, as of 2021, there were 391 thousand orphans and children whose parents do not fulfill their responsibilities or are deprived of their rights living in the country—this is about 2% of all children in Russia. Of these, 35.3 thousand are in organizations for orphans and 4.5 thousand are under the care of government agencies.
Compared to 2014, there are one and a half times fewer orphans in Russia, according to analysts from the Road of Life Foundation. Experts attribute this to a drop in the birth rate, a reduction in the abandonment of infants and disabled children, and a relaxation of the policy on deprivation of parental rights.
