The third, “creeping” increase in housing and communal services?

In the past year, tariffs for housing and communal services were raised twice – in July and December, total – by 13%. What else has been introduced since March 1st?

Let’s say a factory produces a product. The costs of it are included in the cost and, ultimately, in the price of the goods produced. And suddenly consumers are told: “This is not enough. Now you from March 1 additionally – separately – must pay for the maintenance of the enterprise buildings, for the electricity, water and sewerage used by the plant. Additionally and separately!

In other words, there are Muscovites who receive newspapers in paper format by subscription. So used to it. Of course they pay money. And suddenly they are told that the money for a subscription is taken into account by itself, but in addition, you, readers, from March 1 will be additionally and separately pay also for the rent of editorial premises, for light in editorial offices, for water and sewerage, which is used by staff members.

Rave? Certainly. But here on the Mosenergosbyt website (https://www.mosenergosbyt.ru/individuals/tariffs-n-payments/utilities.php) we read:

“Information for the population on payments for electricity, taking into account general house needs (ODN)

In accordance with the Rules for the provision of public services, approved by Decree of the Government of the Russian Federation of May 6, 2011 No. 354, the amount of electricity consumed for the billing period for general house needs is calculated and distributed among all consumers of electricity in an apartment building in proportion to the size of the total area of ​​their residential and non-residential premises.

The amount of payment for electricity consumed at ONE, allocated in the electricity bills as a separate line. (Italics mine. – S. B.)

Previously, payment for electricity at ODN was presented as part of a payment document for payment of housing and communal services.

And here is the explanatory formula:

“Calculation of the volume of ODN for 1 apartment (kWh):

ONE flats=(KPU-IPU) Sq/Sliv. and gentle pom at home,

Where:

KPU – the sum of the volumes of electricity according to the readings of collective metering devices. Collective metering devices take into account the entire volume of electricity supplied to an apartment building.

IPU – the sum of the volumes of electricity according to the readings of individual electricity meters (in each of the residential and non-residential premises).

S apartments – the area of ​​​​the apartment.

S lived. and gentle pom. houses – the sum of the areas of residential and non-residential premises in the house.

Everything is clear, right? And very important. It’s about our money. The notice, we repeat, is posted on the Mosenergosbyt website. He is paid by utility management companies for electricity. But since the money is ours, we pay utilities, it’s strange why they didn’t notify us? For example, paper announcements at the entrances. Or – announcements and explanations in newsletters on the Internet. Maybe I missed something? In any case, there is nothing on the topic of interest to us on the website of the State Information System of Housing and Communal Services. To not worry the citizens?

And why does Mosenergosbyt refer to the government decree of 2011, when these new rules are introduced by a decree of March 03, 2022?

However, for us, ordinary payers, this is not important. Important is something else. From the numerous comments of experts it follows that the changes affected the costs of cold and hot water, sewerage, that a new tariff appeared in the line of expenses for general house needs – water heating. There are many questions. For example, what does the area of ​​​​the apartment have to do with it? How does the area of ​​​​the apartment affect the amount of payment for a light bulb in the corridor and on the landing? Previously, there were certain limits on the consumption of resources for general house needs. If there was an overrun, it was compensated by the housing and communal services management company. Now all leaks, leaks, accidents in communications are shifted to the residents. The “payments” that we will receive in April will already be “supplemented”.

As a result, one thing is clear: in the past year, tariffs for housing and communal services were raised twice – in July and in December, in total – by 13%. Now – the third, “creeping” increase? Just in a different way. In order not to impoverish the housing and communal services system of the Ministry of Construction of the Russian Federation.
