The system of blocking calls from substitution numbers will work this year

The Antifraud call blocking system will be fully operational in Russia by the end of this year, the Center for Monitoring and Control of the Public Communications Network, subordinated to Roskomnadzor, said, writes TASS.
“Currently, four large telecom operators are connected to the system, they are already verifying calls – this is about 80%. <...> The system should be fully operational by the end of the year or in the first quarter of next year – technologically there should be no more calls with number substitution in the Russian Federation,” said Sergey Khutortsev, director of the center, at the Cybersecurity in Finance forum in Yekaterinburg.
“Antifraud” – a system that allows you to identify the real number of the subscriber. “There is a cross-request to the calling carrier. If the call goes without changing the number, the called telecom operator misses this call,” the director explained. He added that it is also planned to provide information about the system to friendly countries.
In the summer of 2021, the All-Russian People’s Front (ONF) turned to the Minister of Digital Development, Communications and Mass Media Maksut Shadayev with a request to introduce criminal liability for organizing a service for substituting telephone numbers. A similar initiative was then made by the Central Bank.
There is no separate criminal punishment for fraud with number substitution in Russia, but the Ministry of Internal Affairs noted that in July 2021 a federal law was published amending the law “On Communications”. According to it, the telecom operator is obliged to transfer the subscriber number or a unique identification code in unchanged form. In case of non-compliance, administrative liability is provided.
