Speaker of the Federation Council Valentina Matvienko said that the state does not intend to prohibit women from having abortions. At the same time, she emphasized that abortion services should not be allowed to “go underground.”
“I am absolutely sure that no bans, no campaigning, no pressure, no criminalization of legislation in this area can and will not be able to solve this problem. And the state will definitely not go down this path,” Ms. Matvienko told reporters (quoted by TASS). She emphasized that a woman should not be deprived of the right to choose where to have an abortion – in a private or public clinic.
The Federation Council speaker noted that such restrictions lead to an increase in female mortality and the development of a market for illegal services. “We won’t go down exactly this path. In my opinion, now we need to reduce the intensity of the rhetoric, move this discussion to the plane of common sense and continue painstaking professional work that would exclude mistakes and unweighted proposals and would not lead to anxiety in society,” she noted.
Russian officials began to actively speak out about the need to increase the birth rate and limit abortions six months ago. According to Deputy Chairman of the State Duma Anna Kuznetsova, work is underway to remove abortion services from private clinics is underway at the legislative level. Private clinics in some Russian regions have already refused to perform abortions, for example in Kursk And Lipetskaya areas, as well as Crimea. In Mordovia and Tver region introduced administrative liability for “inducement” to abortion.
