The lower house of the Russian parliament plans to introduce more clarity on the rules for mobilization for people receiving education and doing science. This was announced on Wednesday, September 28, by the head of the Duma committee.

“In the coming days, acts of deferment from partial mobilization are planned for students of all universities, graduate students, people with academic degrees,” he said.

Earlier it became known that the Russian Academy of Sciences (RAS) will ask the Ministry of Education and Science and the Ministry of Defense of the Russian Federation to exempt them from conscription as part of the partial mobilization of graduate students and scientists.

The day before, the chairman of the State Duma Committee on Youth Policy, Artem Metelev, sent an appeal to the Minister of Science and Higher Education of the Russian Federation Valery Falkov calling for him to be exempted from conscription as part of the partial mobilization of graduate students and students of private universities and colleges.

Russia is stepping up its participation in the special military operation (SVO) in Ukraine, which was announced on February 24 by Russian President Vladimir Putin. Then, in his televised address, he stated that he had made a decision in response to a request for help from the heads of the LPR and DPR. Initially, the goal of the military campaign was the denazification and demilitarization of Ukraine. In September, the head of state added that the purpose of the special operation was the elimination of the “anti-Russian enclave” on the territory of this country.
