The State Duma will consider amendments on contract service for residents of new constituent entities of the Russian Federation

The State Duma will consider amendments that will allow men to enter into a contract for service in the Russian Armed Forces, regardless of their stay in the reserve, including residents of new constituent entities of the Russian Federation, follows from a document published on the State Duma website (.doc).

“The amendment establishes the possibility of concluding a contract for military service … for all male citizens, regardless of their stay in the reserve. This will allow citizens residing in the territories of the new constituent entities of the Russian Federation and not currently enlisted in the reserve of the Armed Forces of the Russian Federation to enter military service under a contract, ”the note to the amendments says.

The amendments were made to draft law No. 370186-8, which, in particular, proposes to allow citizens with a criminal record and citizens recognized as limited fit for military service and without diseases, the list of which will be determined by the Russian Ministry of Defense, to conclude a contract with the RF Armed Forces.

According to the current legislation, citizens with a criminal record cannot serve under a contract, but they can be called up for military service upon mobilization. At the same time, persons who have committed grave and especially grave crimes are not subject to mobilization.

June 13 Russian President Vladimir Putin declaredthat PMC fighters and volunteer organizations need to conclude contracts with the Ministry of Defense. He also said that changes should be made to the legislation to provide these formations with the necessary legal status. The founder of the Wagner PMC, Yevgeny Prigozhin, said that his fighters would not do this. Previously he declaredthat by June 18, 32,000 former prisoners “went home” due to the end of the contract with PMCs.

In addition, a draft law has been submitted to the State Duma, which proposes to exempt participants in a military operation who have committed minor crimes from criminal liability. But “forgiveness” will not follow immediately, but after dismissal from the service or in the event of receiving a state award. Until that moment, the criminal case against the participant of the SVO should be suspended at the request of the military unit, and the person already serving the sentence will be released conditionally.
