The State Duma will consider a bill on mandatory control of people over landscaping

This will increase citizen involvement in city life
To give people the opportunity to influence improvement projects – this initiative was put forward by State Duma deputies from the New People party Alexey Nechaev, Vladislav Davankov and Ksenia Goryacheva. They submitted a corresponding bill to the State Duma.
Currently, federal legislation allows municipalities not to include clauses in landscaping documents obliging residents to be involved in this process. Because of this, formats for involving residents in different cities differ – or are not provided for at all. For example, in Moscow some kind of public control has been declared, but its specific forms have not been spelled out.
– People often complain about improvement projects developed at the mayor’s office. They are started without consulting anyone. For example, instead of the trees that residents ask for, small shrubs are planted that do not provide shade. Such projects look nice in reports, but do not make the urban environment more comfortable. Residents need to be more actively involved at the planning stage. They know better what is missing in the city, region and each specific yard,” Nechaev noted.
Deputies are in favor of legislatively defining a list of activities that will allow people to participate in improvement. According to the authors of the initiative, this will reduce the costs of redoing projects after complaints from residents and increase their involvement in city life.
The authors of the legislative initiative propose to supplement Article 45.1. Federal Law of October 6, 2003 No. 131-FZ “On the general principles of the organization of local self-government in the Russian Federation”, paragraph 2.1, stating it as follows: “Rules for the improvement of the territory of a municipality should regulate the issues of the mandatory participation of citizens in the implementation of measures for the improvement of the territory municipal formation”.
Adoption of the Federal Law “On Amendments to Article 45.1. The Federal Law “On General Principles of Organization of Local Self-Government in the Russian Federation” will not require amendments to acts of federal legislation and will not require the allocation of budget funds.
