The State Duma supported fines for participation in unregistered foreign NGOs

The State Duma Committee on State Construction and Legislation recommended to adopt in the first reading bill about fines of 100 thousand rubles. for participation in the activities of foreign or international non-governmental organizations (NGOs), the details of which are not included in a special register.

The bill provides for fines for actions that do not contain signs of a criminal offense. For individuals, fines can be up to 5 thousand rubles, for officials – up to 50 thousand rubles, for legal entities – up to 100 thousand rubles. For stateless persons, the fine can be up to 50 thousand rubles. with the possibility of administrative expulsion. Criminal liability is provided for those who have previously been subjected to similar administrative punishment. The maximum term of imprisonment is three years.

In addition, according to the bill, the Ministry of Justice will be able to refuse registration to organizations whose branches in Russia were excluded from the register three years earlier due to violation of the law. The document was developed by members of the State Duma commission to investigate the facts of interference of foreign states in internal affairs, headed by deputy Vasily Piskarev.

Explaining the need for the amendments, Vasily Piskarev saidthat the work of unregistered foreign NGOs “is interference in internal affairs and an attempt to destabilize the situation in Russia.”
