The State Duma proposed transferring employees to remote work during snowfall and ice

Deputy Speaker of the State Duma Boris Chernyshov (LDPR) addressed the Minister of Labor and Social Protection Anton Kotyakov with a proposal to amend the Labor Code to transfer employees to remote work in case of certain weather conditions. TASS has a copy of Mr. Chernyshov’s appeal.

According to the letter, amendments are proposed to be made to the article of Art. 312.9 of the Labor Code, which regulates the temporary transfer of an employee to remote work at the initiative of the employer in “exceptional cases.” The norm applies to remote transfer in cases of natural or man-made disasters, industrial accidents, epidemics, etc.

It is proposed to add to the list of “exceptional cases” precipitation above the established level, poor visibility on the roads, snowdrifts and ice. In his address, Boris Chernyshov emphasized that in winter the risk of accidents on the roads increases, the cost of taxi trips increases, and the load on the transport system increases. “During snowfalls, due to large delays in public transport, citizens are late for work,” he noted.

Mr. Chernyshov’s letter notes that his proposal concerns primarily office workers. “It is clear that it is almost impossible to release people from strategic enterprises, from defense plants, from those enterprises that are engaged in a continuous production cycle,” he writes.

TASS notes that in his address Boris Chernyshov “gave as an example the weather conditions that were observed in central Russia in recent days.” What exact weather conditions and regions of the Russian Federation we are talking about is not specified.
