The State Duma of the Russian Federation in February plans to adopt a bill that will simplify the employment of adolescents from 14 to 18 years old. According to the document, in order to get a job, minors need only the permission of one of the parents. Obtaining the consent of the guardianship and guardianship authorities will not be necessary, Izvestia writes.
The Committee on Youth Policy of the State Duma has already supported the bill and recommended that it be adopted in the first reading. The committee’s positive conclusion also cites data from the Ministry of Labor, according to which more than 520,000 teenagers are employed annually in Russia. But, according to experts, the demand in this category is much higher. Social studies show that 91% of high school students want to earn extra money during the summer holidays.
However, according to the same statistics, 61% of employers see legal risks when hiring underage employees, and 32% refuse to work for teenagers for this reason.
“The bill aims to expand opportunities for young people aged 14 to 18, and the proposed changes will eliminate excessive bureaucratic complexity and unnecessary administrative burden for employers,” the document says.
Among the authors of the bill are Olga Kozakova, chairman of the State Duma Committee on Education, Artem Metelev, head of the youth policy committee, and Andrey Isaev, deputy head of the United Russia faction. Parliamentarians believe that in the current economic conditions in Russia, work for a teenager is not only an opportunity to financially support a family, but also to gain work experience and decide on a future profession.
