The State Duma proposed to reward citizens for the delivery of narcotic “bookmarks”

State Duma Vice Speaker Vladislav Davankov is calling for a reward for information about drug “bookmarks” in order to combat their distribution, TASS reports. He turned to the head of the Ministry of Internal Affairs of Russia, Vladimir Kolokoltsev, with a proposal. The document containing this appeal is available to the agency.

Davankov points out that drug caches have become a widespread means of transferring illegal substances. Law enforcement agencies lacked the resources to deal effectively with this phenomenon, and he considered it necessary to introduce a number of measures to overcome it.

According to Davankov, it is the residents of the houses who most often report the presence of drugs and their sale. However, police officers are not always able to respond quickly to such complaints due to limited resources at the Ministry of the Interior. He proposes to solve this problem by introducing monetary rewards for citizens who discover drugs and report them to law enforcement agencies.

The parliamentarian proposes to introduce a declarative procedure for interaction between the Ministry of Internal Affairs and citizens in this area. If the police do not promptly respond to statements about the presence of “bookmarks” in the entrances or their distribution within a few hours, then the citizen will have to warn law enforcement agencies in advance of his intention to transfer drugs to the police and only after that receive a reward. The amounts of remuneration will be established by order of the Ministry of Internal Affairs of the Russian Federation, Davankov specified.

In addition, Davankov suggests using video cameras and artificial intelligence to combat drug advertising and send citizens to paint over such advertising materials as an administrative punishment. He also advocates the creation of a single information center for the fight against drugs, where citizens can report the facts of advertising or distribution of drugs. Davankov notes that the existing number “112” is not suitable for this purpose, since many manifestations, such as stenciling, are light administrative offenses, and there is no need to overload the police phone with such calls.

The Vice Speaker of the State Duma also advocates the creation of an incentive system for law enforcement officers to fight illegal advertising and bookmarking. He proposes to conduct an experiment with the introduction of these measures in Moscow.
