A member of the State Duma Committee on Economic Policy, Eduard Kuznetsov (United Russia), has prepared a bill that allows the sale of a property or vehicle inherited from a deceased participant in a military operation without paying personal income tax before the expiration of a three-year period. He told TASS that in the near future the faction’s expert council on legislative activities would consider the initiative.
According to the Tax Code, a person who has inherited the right to own real estate and other property (including vehicles) is exempt from paying personal income tax if it is sold only after three years from the date of opening of the inheritance. To support family members of fallen servicemen, it is proposed to cancel the requirement for this three-year period so that they do not pay personal income tax on the sale of property.
“Given that a vehicle, as a type of property, requires its owner to have a driver’s license to drive it and incur certain expenses for its maintenance, and real estate requires its maintenance and payment of utility bills, it is much more profitable for many members of military families to sell this inherited property in order to do not incur additional costs, ”the explanatory note says.
President Vladimir Putin in March 2022 signed the law on the recognition of participants in the military operation in Ukraine as combat veterans. This status implies social benefits and monthly payments to military personnel, they also count double retirement.
