In the near future, the State Duma Committee on Ecology will consider a bill that will ban operations that mutilate animals. These surgeries will include onychectomy, or declawing in cats. This was announced by the Deputy Chairman of the Duma Committee on Ecology Vladimir Burmatov.
As Vladimir Burmatov said, according to the bill, operations like onychectomy will fall under the article “cruelty to animals.” The initiator of this bill was the Moscow City Duma. However, the previous version of the bill did not find support in the government.
“We were offered to reject this bill, but we did not agree with this proposal, the committee did not reject it on my recommendation, we sent it for revision. I think that at the next meetings of the committee, in the coming weeks, it will be sent to the mailing list first to receive feedback, but then we will consider it on its merits,” the deputy said. “Parliamentary newspaper”.
In October, President Vladimir Putin signed a law establishing requirements for the keeping of animals in places used for their trade. The law should protect animals from abuse in pet shops and markets. It will enter into force on March 1, 2023.
