The State Duma Committees on Youth Policy and Family Protection proposed introducing additional payments to families with children where at least one of the parents is a student. State Duma committees sent recommendations on additional payments to the Ministry of Labor and the Ministry of Education. The initiative was developed in accordance with the President’s message to the Federal Assembly. Experts believe that the initiative will be costly, but will bring dividends in the future.

“It is recommended that the Ministry of Labor and Social Protection, together with the Ministry of Education and the Ministry of Finance, explore the possibility of introducing a social payment (additional payment to the scholarship) for families with children in which at least one of the parents is a student, graduate student, or resident,” the recommendations say.

The head of the Committee for Family Protection, Issues of Paternity, Maternity and Childhood, Nina Ostanina (Communist Party of the Russian Federation), believes that these measures will “stimulate young people to have children.” In her opinion, the amount of payment should not be lower than the subsistence level of the region where the parents live.

The minimum amount of state academic scholarships for undergraduate, specialist and master’s students in this academic year is 1967 rubles. For graduate students and residents – 3873 rubles. For graduate students enrolled in training programs for scientific and pedagogical personnel of the Ministry of Education and Science, payments increase to 9,866 rubles. State-funded students of secondary specialized institutions receive 713 rubles.
