In the near future, the State Duma will propose options for determining the legal status of private military companies (PMCs). This was stated by Andrey Kartapolov, Chairman of the Defense Committee of the Lower House.
According to him, the proposals will not concern the legalization of PMCs, but “the formation of their legal status in accordance with our legislation.”
“Much of what concerns the performance of PMCs in the special operation zone has already been settled, but it is still necessary to determine the fundamental provisions: what are PMCs, what role do they play and what place do they occupy in our legal structure. This is what we really do. I believe that in the near future we will decide and offer options,” told Kartapolov (quote from Interfax).
The need to bring the work of PMCs in accordance with the law was announced by President Vladimir Putin during a meeting with military correspondents on June 13. “I asked both the deputies of the State Duma and the Ministry of Defense to bring everything in line with common sense, with established practice and the law,” the head of state said. According to him, it is necessary that all voluntary associations conclude contracts with the Ministry of Defense, this will require changes in the law.
According to the Russian leader, since January, more than 150,000 contracts have been signed with contractors, and 156,000 people have signed contracts with volunteers, 9,500 of them over the past week.
