The State Duma is considering the issue of excluding abortions from private clinics – Kommersant

Deputy Chairman of the State Duma Anna Kuznetsova said that work is currently underway at the legislative level to remove abortion services from private clinics. As Ms. Kuznetsova noted, relevant initiatives are now being taken at the regional level and it is important to support these decisions.

“For our part, we are working on relevant initiatives to protect our families, to protect our children. And, of course, those topics that are currently being actively developed in the regions should become the subject of federal decisions and are being worked out at the federal level,” Ms. Kuznetsova said at the second global forum of interparliamentary cooperation in Tashkent (quoted from RIA Novosti). As the former Commissioner for Children’s Rights noted, since next year was declared by the President as the Year of the Family, “family values, the protection of our children, the protection of our families will become a priority.”

“At the legislative level, work is now underway to remove abortion services from private clinics,” the deputy explained to RIA Novosti.

Previously, in Mordovia and the Tver region, administrative liability was introduced for “inducement” to abortion. They want to pass a similar law in the Tambov region and Tatarstan. In the Nizhny Novgorod region they want to ban abortions in all private clinics. In some regions, private clinics are already began to refuse carry out abortions. Residents of the Kaliningrad and Nizhny Novgorod regions created petitions demanding to stop the “misogynistic” actions of the authorities.

On November 13, the BBC, citing sources, reported that the State Duma was considering the issue of a legislative ban on private clinics in Russia performing abortions. According to the publication, a letter requesting a ban on abortions in private clinics was sent to State Duma Speaker Vyacheslav Volodin by Patriarch Kirill.

Russian officials began to actively speak out about the need to increase the birth rate and limit abortions six months ago. This fall, at a separate round table in the State Duma, proposals to tighten the practice of abortion were discussed. Deputies proposed to maintain written consent for the husband’s abortion, and in the case of a minor’s pregnancy, the consent of her parent. It was also proposed to limit the period for abortion from 12 to 8 weeks.
