The State Duma in the second reading adopted a bill on the ban on gender reassignment, about this reported in the lower house of the Russian parliament.
In the second reading, the bill was adopted with amendments stating that persons who have changed their sex cannot become adoptive parents and guardians. Also, a marriage between two people will be annulled if one of the spouses changes sex.
The third reading of the bill is scheduled for July 14.
The bill was submitted to the State Duma by a group of nearly 400 deputies led by State Duma Speaker Vyacheslav Volodin on May 30. The lower house approved the bill in the first reading on June 14.
According to the text of the document, the law “On the fundamentals of protecting the health of citizens in the Russian Federation” is planned to be supplemented with a new art. 45.1, according to which medical sex reassignment operations are allowed only in case of congenital anomalies in children, which will be approved by the medical commission. The list of such organizations and the procedure for issuing decisions will be approved by the government. In addition, from Art. 70 of the Law “On acts of civil status” it is proposed to exclude the paragraph that allows you to change the information about the field according to the document from the medical organization.
The bill has received critical acclaim from lawyers and doctors working with transgender people. According to opponents of the amendments, the document “is aimed at discrimination and deprivation of access to medical care for people with a medical diagnosis of transsexualism, and also does not have a sufficient evidence base.
