The former head of the Supreme Court of Tatarstan headed the constitutional council of the republic

Deputies of the State Council of Tatarstan appointed 66-year-old Ilgiz Gilazov as chairman of the constitutional council of the republic. Since 2011, he has been the head of the Supreme Court of Tatarstan. On May 29 of this year, his powers expired. He did not run for a third term as head of the court.

The Constitutional Council of Tatarstan was created to replace the constitutional court of the region (it operated from 2000 to 2022). The court was liquidated at the request of the federal center. The State Duma amended the federal law “On the Judicial System” in connection with the adoption of a new version of the Constitution of the Russian Federation. It established a list of courts that make up the judicial system, but regional constitutional courts were not included in it (at that time they operated in 16 constituent entities of the Russian Federation). The federal legislator demanded that they be eliminated by 2023, but allowed the creation of constitutional councils. Their decisions will not be binding on the authorities.

The law on the creation of a constitutional council in Tatarstan was adopted by the State Council in June. Was establishedthat it will employ three members who have higher legal education.

In addition to Ilgiz Gilazov, Roman Gafarov, ex-deputy chairman of the Supreme Court of the Republic, and Elmira Mustafina, former deputy chairman of the Constitutional Court of Tatarstan, also became members of the council. These two candidates were proposed by the speaker of the State Council of Tatarstan Farid Mukhametshin. The appointment of Ilgiz Gilazov was initiated by the head of the republic, Rustam Minnikhanov.
