Deputies of the State Duma adopted in the first reading bill, which will allow employees of law enforcement agencies to stop the movement of any unmanned vehicles. The authors of the bill – a group of deputies headed by Alexander Khinshtein – note that the proposed amendments are especially relevant in the context of the military operation in Ukraine.
“An analysis of the current situation, including international experience, indicates the active use of ground and sea (surface, underwater) unmanned vehicles for terrorist and military purposes. Cases of their illegal use have already been recorded on the territory of the Russian Federation, which is due to the sabotage and terrorist aspirations of the Ukrainian authorities, ”the explanatory note to the document states.
The bill proposes to expand the powers of the National Guard, the Ministry of Internal Affairs of Russia, the Federal Security Service of Russia, the Federal Security Service of Russia, the Foreign Intelligence Service of Russia, the Federal Penitentiary Service of Russia, the Main Directorate for Special Programs under the President of the Russian Federation in terms of suppressing the use of unmanned vehicles. It is proposed to stop the movement of drones through destruction, damage or suppression. The same powers, if the amendments pass, will be granted to employees of departmental security.
Earlier, on May 12, on the creation of a special police department to neutralize drones told press service of the St. Petersburg Main Directorate of the Ministry of Internal Affairs. In early May – after the attack of two UAVs on the Kremlin – the use of UAVs was temporarily restricted authorities in at least 40 Russian regions.
