The Duma Committee on Transport recommended rejecting amendments to the law “On State Registration of Vehicles” introduced in October 2023 by a group of deputies from SRZP (Sergei Mironov, Mikhail Delyagin, Yana Lantratova and others). They proposed introducing registration of personal mobility devices (SIM) with the traffic police with mandatory receipt of license plates, similar to cars and motorcycles. A rented electric scooter can be tracked in the event of an accident or violation, Mikhail Delyagin explained at the committee, but one belonging to an individual cannot. In order for the movement of private SIMs to be tracked by cameras, numbers are needed. The registration process can be made completely electronic, without visiting the police, says Mikhail Delyagin.

The issue raised by the authors is relevant, but one bill cannot solve it, said yesterday the first deputy chairman of the transport committee Pavel Fedyaev (ER). He recalled that last year the government approved a “road map” for the regulatory regulation of SIM, within the framework of which various regulations will be changed, including the Code of Administrative Offenses and the Traffic Rules. “Currently, the government is preparing a bill that provides for an integrated approach to solving the issue of using SIM,” the transport committee said in its conclusion. Pavel Fedyaev called for waiting for the development of the entire set of documents, and not introducing individual amendments to the State Duma. The government also opposed the amendments: “The bill does not resolve issues related to the execution of documents identifying transport SIM cards when making transactions with them and making changes to such documents,” the conclusion said.
