The State Duma Committee did not approve the reduction of fines for improper handling of manure

The State Duma Committee on State Construction and Legislation recommended the adoption in the second reading of a bill introducing liability for non-compliance with the requirements for the circulation of by-products of animal husbandry (Article 10.8.1 of the Code of Administrative Offenses of the Russian Federation). The authors of the initiative in the amendments proposed to reduce the amount of fines by half, but the committee did not support these amendments, RIA Novosti reports.
Animal by-products include manure, manure, as well as bedding and effluents used in agricultural production. The bill involves the introduction of fines for non-compliance with the requirements for their storage, transportation, processing, processing and sale. For officials, the fine will be from 30 thousand to 40 thousand rubles, for individual entrepreneurs – from 50 thousand to 60 thousand rubles, for companies – from 250 thousand to 350 thousand rubles. As an alternative for individual entrepreneurs and legal entities, it is proposed to suspend their activities for up to 90 days. For a repeated offense, the fine will increase by a maximum of 10 thousand rubles, for companies – by 100 thousand, up to 450 thousand rubles.
State Duma approved initiative in the first reading on 16 February. The author of the bill was the deputy from the Communist Party of the Russian Federation, the head of the committee on agrarian issues, Vladimir Kashin. He, together with State Duma Vice Speaker Alexei Gordeev, proposed amendments for the second reading.
