In the State Duma, a plenary session will discuss a bill regarding the ban on gender reassignment. At the end of May, a document was submitted establishing a complete ban on medical intervention for gender reassignment, as well as excluding state registration of gender reassignment without an operation. This was announced by the Vice-Speaker of the State Duma Pyotr Tolstoy. He noted that the initiative was supported by “almost 400 parliamentarians.”
Tolstoy also added that the bill provides for an exception for congenital anomalies in children. According to the parliamentarian, “medical intervention can only be authorized by decision of the medical commission of the federal state health institution, and not be taken by an individual doctor alone.”
Earlier, Speaker of the State Duma Vyacheslav Volodin instructed to promptly clarify the initiative to ban gender reassignment without surgery, taking into account the proposals of deputies. At one of the plenary sessions, Volodin stressed that in such cases “there is not even a question of carrying out an operation.” He noted that a situation is unacceptable when private clinics provide certificates for the amount of 30 to 60 thousand rubles, allowing you to change the gender in the documents.
Deputy Mikhail Delyagin (SRZP) noted that a person who has survived a surgical sex change lives no longer than 45 years.
In November 2022, the State Duma passed a law imposing fines for LGBT propaganda, gender reassignment, and pedophilia. The law applies not only to LGBT propaganda among minors, but also among adults. Fines for such acts, especially in the case of dissemination of propaganda in the media or on the Internet, can amount to up to 400 thousand rubles for citizens and up to 5 million rubles for legal entities.
