President Putin signed the law on the grounds for recognizing Russian passports as invalid

Russian President Vladimir Putin signed a law that establishes new grounds for recognizing foreign passports of Russian citizens as invalid. The corresponding document was published on Tuesday on the official portal of legal information.

The law expands the list of grounds for recognizing a passport as invalid, including its loss, termination of citizenship, unsuitability, non-return after a business trip, the fact of the absence of a passport or its non-receipt, non-transfer without good reason for storage to an authorized body or organization with restrictions on leaving Russia, issuance of a passport on a lost (stolen) form.

The law also provides for the rules for the seizure of a passport and the grounds for its verification, for example, if there are signs of a passport being issued on counterfeit or invalid documents, inaccurate information, on a fake form, or upon receipt of a previously seized passport.

It is noted that in the event of a temporary restriction of the right to leave Russia, provided for by law, the state authorities of a constituent entity of the Russian Federation, or local self-government or organizations that have decided to restrict a citizen’s right to leave, are obliged to issue him or his representative a notice indicating the basis and duration of the restriction , as well as the date and registration number of the decision, the full name and address of the relevant body or organization. Either the citizen or his representative must be familiarized against signature with the decision to restrict the right to leave.

The order of transfer for storage, acceptance, accounting, storage and return of passports to their owners is established by the Cabinet.
