The State Duma approved the draft on countering the publication of trash streams in the first reading

The State Duma adopted in the first reading bill, which will oblige online platforms to identify and remove photo and video materials demonstrating cruelty. This document became the third in the package banning trash streams. Previous bills on administrative and criminal liability for trash streams deputies approved in the first reading on January 25.

Amendments are proposed to be made to the laws “On Information, Information Technologies and Information Protection” and “On the Protection of Children from Information Harmful to Their Health and Development.” In accordance with the draft approved today, the responsibility for identifying and removing illegal content falls on online platforms. It is expected that violent content will be blocked pre-trial. Sites containing photo and video materials depicting not only illegal acts, but also calls for their commission are subject to blocking.

Amendments to the Code of Administrative Offenses and the Criminal Code of the Russian Federation, approved in the first reading on January 25, introduce liability for the broadcast of trash streams. It is proposed to punish with fines up to 700 thousand rubles for demonstrating on video on the Internet illegal acts committed with cruelty. Changes in the Criminal Code of the Russian Federation transfer the organization of trash streams to the category of aggravating circumstances.

“All three bills are a response to numerous requests from citizens. People ask that, first of all, children and adolescents should be protected from content that has a detrimental effect on the still fragile children’s psyche and gives rise to cruelty and violence in society. For the sake of hype and earnings, some are literally ready to do anything, including murder, abuse of children and animals. This must be stopped,” State Duma Speaker Vyacheslav Volodin commented on the bill.
