The State Duma adopted in the first reading a bill on creating a register of alimony debtors. The initiative belongs to the Ministry of Justice.

As the deputy head of the department Andrey Loginov noted, the black list of alimony providers will be formed by the FSSP. Not everyone who has debts to children or elderly parents will be included in the register, but only “chronic” defaulters. First of all, those who have already been brought to administrative and criminal liability for non-payment. Also, the board of shame will be decorated with the names of those who were wanted for alimony debts.

According to the Ministry of Justice, there are about 144 thousand such anti-heroes in the country. They have accumulated debts worth 50 billion rubles. Loginov emphasized that the bailiffs will only delete from the register those who have fully paid their alimony obligations. That is, even if the defaulter’s child turns 18, in order to remove his name from the blacklist, he will have to pay off the debt to his offspring.

Deputy Chairman of the State Duma Committee on Security and Anti-Corruption Anatoly Vyborny emphasized that the main point of the register is that it will serve as a board of shame that no one would want to be on.

Meanwhile, some Duma members predict the ineffectiveness of such a measure. Deputy Oleg Nilov (SRZP) believes that it would be more correct to send debtors to sand pits, and to pay their children at least one minimum wage from the state.

“Then we’ll exact punishment from these runners,” Nilov hoped.

Also, during the discussion of the bill, ideas were voiced to deprive persistent alimony defaulters of the right to fly business class, ride in soft coupes and buy luxury cars.

As a result, the deputies agreed to think about the details for the second reading, and in the first they passed the bill unanimously (393 votes in favor).
