The State Duma approved the ban on leaving Russia for those who received a summons to the draft board

The State Duma approved in the second and third readings amendments on the ban on leaving the country for citizens subject to conscription for military service, from the moment they are sent a summons, including at the place of work or study.

“The ban on leaving the Russian Federation as a temporary measure aimed at ensuring the appearance of a citizen subject to conscription for military service is applied from the day the citizen is sent the agenda of the military commissariat, including the direction of the agenda of the military commissariat at the place of work (study),” the text of the document adopted by the State Duma says. In addition, a ban on leaving Russia can be applied from the day the summons is handed over to the citizen personally against receipt, the text of the amendments says.

One of the authors of the amendments, the head of the State Duma Committee on Defense Andrei Kartapolov, said that the adopted initiative would significantly reduce the number of people who evade military service in the ranks of the Russian Armed Forces. According to the United Russia parliamentarian, the approved amendments “discipline” the conscripts and encourage them to immediately appear at the military commissariats during the draft campaign.

In addition, today the State Duma in the third reading adopted a law, according to which, from January 1, 2024, citizens from 18 to 30 years old will be subject to conscription for military service. The deputies also toughened the punishment for violations during conscription and mobilization.

In April, the State Duma approved a law on a unified register of persons liable for military service, equating electronic summonses to paper ones. It is assumed that from the date of receipt of the summons (both in electronic and paper form), a ban on leaving Russia for the recipient is introduced. Mintsifry reportedthat it will not be possible to launch the register of persons liable for military service in full until autumn.
