The State Duma announced the transformation of mental hospitals into prisons

First Deputy Chairman of the State Duma Committee on Health Protection Leonid Ogul noted the low material and technical base of psychiatric clinics in Russia.
There are not enough doctors specializing in somatic diseases in psychiatric hospitals. Also, not all clinics for the mentally ill have organized production workshops for patients. Another problem typical for the regions is the difficulty of transporting patients.
“There is one psychiatric ambulance per 300 thousand population,” Leonid Ogul voiced the deplorable statistics. The reason is also low funding. On the plus side, psychological help rooms are opening and helplines are working.
Meanwhile, the issue of the legal status of mental hospitals that use coercive measures against patients remains unresolved, the parliamentarian noted. In addition, Ogul proposed returning expert units for persons in custody to the protection of the Ministry of Internal Affairs. There are only eight such units in the country; they are located on the territory of ordinary mental hospitals.
– Previously, they were guarded by the Internal Affairs Directorate, everyone felt comfortable. Then they changed the security to the Federal Penitentiary Service. Now it’s just a prison,” the deputy said.
