The State Duma adopted in the third reading lawwhich gives regions the right to limit the operation of “nalivaki” – places of retail sale of alcohol in apartment buildings.
“People complain that nalivayki operate like shops during the day and sell alcohol at night, attracting antisocial visitors from all over the area. The noise and disturbances prevent them from living peacefully,” he wrote in Telegram channel Chairman of the State Duma Vyacheslav Volodin.
He explained that, according to the new law, regional authorities will be able to establish requirements for the sale of alcoholic beverages in establishments located in apartment buildings. In addition, regions will be given the right to limit the hours of alcohol sales in local establishments, with the exception of restaurants.
The explanatory note to the law states that currently not all local catering establishments have a license to sell alcohol due to “regional specifics.” Of the 2.2 thousand such points in Moscow, only 70 have a license.
The law also prohibits the production of alcohol with the addition of ethyl alcohol, unless this is provided for by technical regulations, as well as the production of beer drinks from purchased beer.
