The State Duma adopted a law on liability for evasion of duties by foreign agents

The State Duma adopted in the third reading plastic bag amendments, which combines penalties for evading the duties of foreign agents. In particular, we are talking about responsibility for the distribution of materials without labeling, violation of deadlines when submitting a report on their work. All liability measures are collected in one article – 19.34 of the Code of Administrative Offenses.
The law combines penalties in the event that foreign agents:
- do not fulfill the obligation to report on the presence of their status;
- produce materials and distribute them without labeling;
- violate the procedure and terms for posting a report on their activities on the Internet;
- do not start a Russian legal entity.
For violation of these measures, fines from 2 thousand to 1 million rubles are provided. If a person recognized as a foreign agent violates the procedure prescribed by law two times in a row after assigning him the appropriate status, he will be held criminally liable.
The law summarizing the rules on foreign agents was signed by the president in July. It entered into force on December 1. The law prohibits foreign agents from working in the civil service, objects of “critical information infrastructure”, and conducting teaching and educational activities for minors. On December 1, the Ministry of Justice began to publish the personal data of foreign agents, including SNILS and TIN. In addition, from November, foreign agents must mark your materials with a new plate.
