The State Duma abolished in the first reading the guarantee obligation for those killed in the Northern Military District

The State Duma adopted in the first reading bill, which removes obligations under surety agreements from SVO participants. The document assumes that in the event of their death or a disability of the first group acquired during hostilities, loan obligations under such agreements will be written off and will not be transferred to members of his family.

Amendments are being made to the law “On the specifics of fulfillment of obligations under credit agreements (loan agreements) by persons called up for military service upon mobilization in the Armed Forces of the Russian Federation, persons taking part in a special military operation, as well as members of their families and on amendments to certain legislative acts of the Russian Federation”.

“For a family that has lost its breadwinner, such a debt becomes an unbearable burden. The bill adopted in the first reading terminates the obligations of a serviceman arising from surety agreements in the event of his death or recognition as a group I disabled person,” said State Duma Speaker Vyacheslav Volodin. His words are quoted by the State Duma press service. He also noted that the document will apply to legal relations related to the participation of a military personnel in surety agreements that arose from February 24, 2022.

The bill was submitted to the State Duma on August 7, 2023. Then one of the authors of the initiative, head of the working group on NWO issues, Andrey Turchak explainedthat the bill will be a continuation of the decision to completely write off loan debts in the event of the death of a SVO participant or his disability – now the same decision is planned to be extended to his parents, adoptive parents and adult children.

In October 2022, Russian President Vladimir Putin signed a law on writing off the loans of military personnel who died during a military operation and their family members. Loans in such cases will have to be closed at the expense of banks. The same law allows mobilized, contract employees and volunteers to receive credit holidays.
