The Social Fund spoke about support measures for residents of new subjects of the Russian Federation

The rules came into force on March 1, 2023

With the onset of the calendar spring, citizens of the new constituent entities of the Russian Federation received the right to most of the social payments and support measures in force in the country. Residents of the DPR, LPR, as well as the Kherson and Zaporozhye regions have access to pensions established in Russia, maternity capital, lump sum payments, and much more. The payout operator, the Social Fund of Russia, answered the most important questions.

How are pensions calculated?

From March 1, 2023, pensions are established for citizens of the Russian Federation in the DPR, LPR, as well as Kherson and Zaporozhye regions in accordance with Russian legislation. For a number of residents of new regions, a special procedure for providing pensions is provided. It applies to persons:

– permanently residing in the regions as of September 30, 2022 and having received Russian citizenship;

– permanently residing in the DPR and LPR from May 11, 2014 to September 29, 2022, who moved to Russia during this period and have Russian citizenship;

– permanently residing in the Kherson and Zaporozhye regions from February 24 to September 29, 2022, who moved to Russia during this period and have Russian citizenship.

Pensions and other payments that citizens received before the establishment of the legislation of the Russian Federation in the new subjects will continue to be paid until they are revised.

How to recalculate pension payments of the Russian Federation?

You need to apply to the Social Fund of Russia from March 1, 2023 to February 29, 2024. If you apply during the specified transition period, payments will be established either from March 1, 2023 if you have the right to payment, or from the moment this right arises in accordance with the law. From March 2024, payments are set according to the standard rules after applying for them.

How to confirm the experience and earnings?

This can be done on the basis of documents from employers and government agencies on periods of work in Ukraine, the DPR, LPR, Zaporozhye and Kherson regions. If the documents are lost, an application should be submitted to the interdepartmental commissions for the implementation of labor, pension and social rights. Documents in Ukrainian are accepted without translation into Russian.

At what age can residents of new entities receive a pension?

Pensions under Russian law are assigned in accordance with the current retirement age in the Russian Federation. At the same time, the DPR, LPR, Kherson and Zaporozhye regions have established regional pension payments in accordance with local laws, which will ensure a gradual transition to the generally established retirement age.

How can residents of new regions apply for SNILS?

To do this, you need to contact the Social Fund of Russia or a multifunctional center – the MFC. You need to take a passport of a citizen of the Russian Federation with you. Children under 14 must present a birth certificate.

Can families from new entities receive maternity capital?

Yes. The main condition is that the mother and child have citizenship of the Russian Federation. It is also possible to issue maternity capital for children who were born or adopted starting from 2007, from the moment the maternity capital program began operating in Russia. To obtain a certificate for maternity capital, you need to contact the client service of the Social Fund of Russia or the MFC.

Who is entitled to the unified child allowance?

A single allowance is provided for each child under the age of seventeen, as well as for pregnant women. Until the end of 2023, the lack of income or documents confirming it cannot be a reason for refusing to pay benefits in new regions of Russia.

First payments

The Social Fund has already begun to pay out the first pensions and social payments to the residents of the new entities in accordance with Russian legislation. For a week since the beginning of March, almost 1,500 citizens of the LPR, DPR, Kherson and Zaporizhzhya received various pensions and benefits. They were received by old-age pensioners, the disabled, children who have lost one of their parents, those who have been exposed to radioactive radiation, and other citizens.
