The Russian Union of Motor Insurers (RSA), based on an analysis of OSAGO contracts, published data on accident-free drivers. The list of subjects of the federation, where the most accurate (and receiving a discount on OSAGO) motorists, is headed by Moscow, the Moscow Region and St. Petersburg. The worst situation is in Chechnya, Dagestan, Ingushetia, Tyva, as well as in a number of Siberian and Far Eastern regions.

When concluding an OSAGO agreement, drivers receive the maximum discount for accident-free driving for ten years. In this case, the bonus-malus ratio (MBM) reaches a minimum value of 0.46 (equivalent to a discount of 54%). SAR introduced data on the proportion of motorists with such KBM in the subjects of the federation. Most of them are in Moscow (45%), Moscow region (41%), St. Petersburg (41%), Leningrad (39%), Novosibirsk regions (37%), Krasnoyarsk region (35%), Kemerovo (34%), Ryazan (34%), Tomsk (34%) and Kaliningrad (33%) regions. The smallest share is in Chechnya (2.6%), Dagestan (3.6%), Ingushetia (4.9%), Tuva (5.3%), Kabardino-Balkaria (11.2%), North Ossetia-Alania (11.2%), Trans-Baikal Territory (12%), Magadan Region (12%), Yakutia (12%), Buryatia (12%) and the Jewish Autonomous Region (15%).

“On average in Russia, the share of drivers with a minimum CVD was 29.4%,” says RAMI President Evgeny Ufimtsev. a systemic problem either with driver training, or with road conditions, or there are high risks of fraudulent activities. Perhaps all these factors are at work together.

The traffic police in its statistics takes into account only the absolute number of accidents with victims. Moreover, in regions with an extensive vehicle fleet, as a rule, the accident rate is also higher. For example, in January-July 2023, according to the traffic police, Moscow became the most emergency region (4.3 thousand accidents), followed by the Krasnodar Territory (3.18 thousand), Nizhny Novgorod Region (2.3 thousand) , St. Petersburg (2.2 thousand). The least accidents were registered in Chukotka (10 since the beginning of the year), in the Nenets Autonomous Okrug (10), Chechnya (74), Magadan Region (91), Ingushetia (104).

In the capital’s TsODD, Kommersant explained the high proportion of careful drivers with various measures to reduce accidents: “Every year we make more than a thousand changes (installing cameras, changing the mode of operation of traffic lights, traffic patterns) to make traffic safe, comfortable and intuitive for drivers and pedestrians “. The main problem of the region, the minister explained, is drunk driving. In Dagestan, at the end of July, at a government meeting, the reasons for the high accident rate were discussed. The prime minister of the republic, Abdulmuslim Abdulmuslimov, said that all the measures taken are ineffective, drivers ignore traffic rules. In Moscow, the Moscow region, St. Petersburg and other regions with a high rating, the expert adds, a large proportion of drivers have a zero accident rate due to a leisurely and calm driving style, including due to traffic jams.

The RSA data do not reflect the real situation on the roads, says Anton Shaparin, Vice President of the National Automobile Union. “In the Caucasian republics, many people do not buy OSAGO,” he said. “There is a rather low standard of living, therefore, with the current tariffs for OSAGO, when a policy can cost up to 20–30 thousand rubles, many simply do not insure. In the Far East, the situation is no better, although there are still few cars there and accidents are less frequent.”
