The Russian Ministry of Emergency Situations proposed to ban the use of vapes outside smoking rooms

The Russian Ministry of Emergency Situations (EMERCOM) proposed changes to the fire regulations, according to which vaping and the use of tobacco heating systems would be allowed only in specially designated areas. The proposal of the Russian Ministry of Emergency Situations is planned to be implemented from March 1, 2025, and it requires amendments to paragraph 11 of the existing resolution, which prohibits smoking tobacco and the use of nicotine-containing devices everywhere except in specially designated areas.
According to the proposal, “Smoking Area” signs should be installed in designated smoking areas, and heads of organizations are required to place fire safety signs at their facilities.
On April 11, 2023, State Duma deputies adopted a law tightening restrictions on the sale of vapes and components for them. It prohibits retail trade in devices for consuming nicotine-containing products and their components at fairs, exhibitions, remotely, through vending machines, as well as delivery and peddle trade.
On April 28, Russian President Vladimir Putin approved a law banning the sale of vapes to minors. The document also restricts the sale of e-liquids that contain flavorings or additives that increase nicotine addiction.
