A certificate from the embassy can serve as a weapon permit
The National Guard has developed a new regulation for issuing permits for the storage, carrying and use of weapons and ammunition. Unlike the previous one, it determines under what conditions legal entities and individual entrepreneurs will be able to transfer hunting weapons to foreigners.
The new regulation clearly establishes a list of individuals and legal entities that may be granted the right to keep and carry weapons. The first category includes all citizens of Russia, including those who are not going to use these weapons, that is, collectors. An exception is made for citizens who have not reached the age at which they can own weapons (21 years for those who have not served in the army or have not undergone other special training), people who have medical contraindications or who have not provided certificates that there is no alcohol, drugs and their metabolites.
Legal entities are issued a permit in several cases: if they are engaged in collecting, transporting or storing weapons, organizing hunting, or carrying out physical culture and sports activities. If a legal entity plans to transfer weapons for use to foreigners, a separate permit must be obtained for this. Moreover, in each specific case, it will be necessary to provide an agreement with this foreigner, a copy of his identity card and a permit to carry weapons of the country from which he arrived. The latter document can be replaced by a request from the diplomatic mission of that country for a citizen to be given a weapon.
In addition, the new document sets the deadlines for issuing permits. For storage – within no more than 14 days from the date of registration of the application (issuance in exchange for a previously issued one – no more than 30 days). Wearing – no more than 10 days. Permission to transfer weapons to foreign legal entities is issued no later than 15 days from the date of registration of the application.
