Russia has complied with the rulings of the European Court of Human Rights (ECtHR), which entered into force until March 15, 2022. Mikhail Lobov, a candidate for judge of the Constitutional Court of the Russian Federation (CC), stated this at a meeting of the Federation Council (SF) Committee on Constitutional Legislation and State Building.
“The ECHR rulings were implemented, which entered into force before March 15 [2022 г.]. The information is from the Prosecutor General’s Office, which has represented interests in Russia in the European Court for the last year and a half. The equivalent of 4.5 million euros in Russian rubles was paid to applicants who won cases whose decisions came into force before March 15,” he said, answering a question from Senator Tatyana Narusova.
According to Lobov, in the law adopted in June last year, “this transition period was specifically stipulated, including the powers of the Prosecutor General’s Office to execute these cases.” “It was not only about monetary compensation; to some extent, those provisions of the codes that made it possible to seek a review of cases in Russian courts were extended,” he clarified.
Russia announced its withdrawal from the Council of Europe, which it had been a member of since 1996, on March 15, 2022. As a result, Russians lost the right to appeal to the ECHR. Mikhail Lobov was elected as a judge of the ECHR from Russia in September 2021; he joined the court on January 2, 2022. In March 2022, the Strasbourg court suspended his activities in connection with the withdrawal of the Russian Federation from the Council of Europe.
