The cost of the 25-kilometer section of the road from Vladivostok to Nakhodka (Primorsky Territory) has almost doubled, and the deadline for completion of construction is constantly being pushed back, an audit of the Accounts Chamber (CA) showed. The total estimate exceeds 40 billion rubles, the auditors point out, while traffic is unlikely to be opened before 2024, although the route was planned to be launched in 2020. Local authorities explain the situation with landslides and the need to correct documentation. The fate of the remaining 100-kilometer part of the road is not clear: the joint venture proposes to abandon it altogether because of the high cost.
The Accounts Chamber has published the results of an audit of the use in 2022 of funds allocated for the construction of the Vladivostok-Nakhodka-Vostochny port highway. The highway has been under construction since 2009 – the highway is needed to bypass settlements, connect transport corridors with China and ports. Separate sections of the road are now open, including bypassing the city of Artyom.
The auditors checked how things were going on the section from the 18th to the 40th km (Vladivostok-Nakhodka). According to the joint venture, in 2022, a total of 6 billion rubles were allocated for the facility, of which 5 billion rubles were federal budget funds. The work is being carried out with a significant delay from the schedules, the chamber stated. “The initial deadline for completion of construction – December 2020 – was postponed to December 2021, and then to December 2022, however, the road was not built even during this period,” said auditor Valery Bogomolov. 14 months. For the entire last year, the technical readiness of the site increased by only 0.2%. In those areas where asphalt already lies, the instrumental check found problems with the evenness of the pavement, the JV report says. At the same time, it follows from the materials, the cost of work on the site over the past eight years has almost doubled – from the initial 20.6 billion to 40.1 billion rubles.
The results of the inspection were sent to the President of the Russian Federation, the Prosecutor General’s Office and Rosavtodor.
The Ministry of Transport of the Primorsky Territory, commenting on the results of the inspection, told Kommersant that in 2021, “dangerous landslides were detected along the route route, which caused subsidence of the subgrade and displacement of structural elements of bridge structures.” Now work on four sections with a length of 200 m to 500 m has been suspended. The JV report says that the situation arose due to “poorly executed engineering and geological surveys.” To preserve the already built structures, it is necessary to carry out “measures for the engineering protection of the territory,” they say in the Ministry of Transport. “The corrected design documentation for the developed measures has been sent for state expertise,” the ministry said, promising to put into operation “in test mode” several more sections with a length of 12.6 km in July 2023. Work on the remaining parts will begin after the completion of the examinations, the Ministry of Transport of Primorye said.
The prospects for the next stage of the road (from km 43 to km 146) are still vague. Last year, the Accounts Chamber declared that this construction was inexpedient due to the high cost (236.5 billion rubles). This is stated in the latest report of the joint venture. The auditors propose to reconstruct the existing regional highway A-188, which connects the city of Artem and the port of Vostochny. This option, according to the joint venture, is cheaper by 70.4 billion rubles. new construction. On April 10, at a meeting with President Vladimir Putin, the governor of Primorsky Krai, Oleg Kozhemyako, complained about problems with the construction of the road. “As for the automotive infrastructure, unfortunately, things have stopped. Work is progressing very slowly,” he said. “It is necessary to instruct the government of the Russian Federation to continue the construction and reconstruction of this most important highway, which will give life to the entire Primorye. We are ready to participate in this issue. As long as there are forces and funds for the construction of the first section, which also needs to be completed, it would be possible to plan further – for the subsequent construction site. Mr. Kozhemyako said that this requires “additional budgetary investments in infrastructure.”
