The Accounts Chamber has published the results of an audit of the use in 2022 of funds allocated for the construction of the Vladivostok-Nakhodka-Vostochny port highway. The highway has been under construction since 2009 – the highway is needed to bypass settlements, connect transport corridors with China and ports. Separate sections of the road are now open, including bypassing the city of Artyom.

The auditors checked how things were going on the section from the 18th to the 40th km (Vladivostok-Nakhodka). According to the joint venture, in 2022, a total of 6 billion rubles were allocated for the facility, of which 5 billion rubles were federal budget funds. The results of the inspection were sent to the President of the Russian Federation, the Prosecutor General’s Office and Rosavtodor.

The Ministry of Transport of the Primorsky Territory, commenting on the results of the inspection, told Kommersant that in 2021, “dangerous landslides were detected along the route route, which caused subsidence of the subgrade and displacement of structural elements of bridge structures.” Now work on four sections with a length of 200 m to 500 m has been suspended. The JV report says that the situation arose due to “poorly executed engineering and geological surveys.” To preserve the already built structures, it is necessary to carry out “measures for the engineering protection of the territory,” they say in the Ministry of Transport. “The corrected design documentation for the developed measures has been sent for state expertise,” the ministry said, promising to put into operation “in test mode” several more sections with a length of 12.6 km in July 2023. The prospects for the next stage of the road (from km 43 to km 146) are still vague. The auditors propose to reconstruct the existing regional highway A-188, which connects the city of Artem and the port of Vostochny.
