It should be noted that earlier the Acting Military Commissar of the Sverdlovsk Region, Sergey Chirkov, refused to specify how many citizens would be called up in the region as part of partial mobilization, citing the fact that such information has a restricted access stamp, and specifying that 15–20% of the total number of reservists are volunteers. .
