The Regional Duma allowed to rename Volgograd to Stalingrad if residents wish

Deputies of the Volgograd Regional Duma adopted amendments to the article on the administrative structure of the region, which will allow Volgograd to be renamed Stalingrad. Chairman of the Regional Duma Alexander Bloshkin, who is one of the authors of the bill, emphasized that the document does not provide for the renaming of Volgograd specifically, but makes it possible to assign new names to any settlements.
“I would like to emphasize that with this law we are not making a decision to rename the city of Volgograd and are not announcing a referendum; we are improving the mechanism for taking into account the opinions of citizens when assigning names to settlements, as well as their renaming. I would like to especially note that we are talking about any settlements, and not just Volgograd, as many interpret,” emphasized Alexander Bloshkin (quoted from website Volgograd Regional Duma).
According to the law, the issue of renaming settlements is considered taking into account the opinion of the population expressed in a local referendum. However, when considering a proposal to rename the city of Volgograd, the initiative will be approved during a regional referendum, and not a local one, as was previously stated in the document. If the renaming of settlements is approved, the documents are sent to federal authorities.
