Michel explained that the Red Cross regularly holds meetings with the Commissioner for Human Rights in Russia, Tatyana Moskalkova, on this issue.
“The ICRC is not involved in prisoner exchanges in Russia and Ukraine. The authorities of the countries are doing this; we are not part of this process. But we are ready to act as a neutral party, a mediator, if the parties ask us to do so,” he said.
