The bill was submitted to the Rada on December 25 and, as stated in its explanatory note, pursues the goal of “properly staffing combat units.” To achieve this, it is proposed to reduce the upper threshold of conscription age for military service from 27 to 25 years, allowing mobilization from 25; dismiss those mobilized only upon reaching the age limit of 60 years, for health reasons, after continuous service for 36 months from the date of martial law, the presence of disability of group I or II, after release from captivity; create an electronic card and personal account for each person liable for military service, conscripts and reservists, where he will be required to register; send summonses to the military registration and enlistment office via an electronic account (now – in person); deprive officials, employees of the Economic Security Bureau of Ukraine, the State Executive Service of Ukraine and the prosecutor’s office of the right to deferment; enter into the register of draft dodgers from military service and mobilization, apply restrictions to them in the form of a ban on traveling abroad and conducting transactions with property, restrictions on obtaining a driver’s license, refusal of credits and loans, benefits, payments and services from the state before appearing at the military registration and enlistment office .
