The prosecutor’s office will conduct a check on the party line

The prosecutor’s office of Blagoveshchensk began an investigation following a complaint by a teacher of Russian language and literature, Svetlana Bulgakova, against the local branch of United Russia and businessman Alexander Sinkov, who previously headed it. The winner of the competition for young teachers, the founders of which were the city party cell and the ex-general director of Amurstroy, Mr. Sinkov, was left without the main prize – an apartment. In United Russia, Mrs. Bulgakova was therefore recommended to apply to a construction company, while Amurstroy says that they are not part of the party structure. Alexander Sinkov himself is accused of embezzlement of budgetary funds during the reconstruction of the building of the Oktyabrsky regional police department.
The competition “One-room apartment for a young teacher” has been held in Blagoveshchensk since 2011. As part of a joint project of the city branch of the United Russia party and the businessman who headed it, vice-speaker of the regional legislative assembly Alexander Sinkov, apartments were provided to winning teachers in houses built by Sinkov’s companies. Specialists were invited to participate in the competition, meeting a number of criteria: work experience of 5–10 years, age up to 35 years, lack of ownership of residential premises.
In 2020, the public council on education of the local branch of United Russia recommended that the founder reward the Russian language and literature teacher of school No. 26 Svetlana Bulgakova. The decision of the council even indicated the address of the house and the number of the apartment. The decision was approved by Alexander Sinkov. Many media outlets told about the victory of Svetlana Bulgakova, the publication appeared and on the United Russia website.
The Amurstroy company, which was led by Alexander Sinkov, informed Ms. Bulgakova that in 2023 the house would be completed and the property rights would be transferred to her. But in October 2022, it became known that Alexander Sinkov was suspected of major fraud. The general director of Amurstroy, the vice-speaker of the Amur parliament, was arrested. New circumstances forced the winner of the competition to contact the company again, where, according to her, they assured that the agreements remained in force. However, in the end, a few months later, the teacher was informed that they could not provide housing, since Alexander Sinkov was no longer the secretary of the local branch of the United Russia and was under arrest.
The principal of the school and the head of the city education department turned to the local branch of United Russia for clarification. ““Apartment for a Young Teacher” is a personal project of Alexander Sinkov,” Oleg Imameev, mayor of Blagoveshchensk, who is now secretary of the local branch of United Russia, said in response.
The decision of the public council on education of the party branch was recommendatory for the founder of the competition, as a result of which United Russia, unfortunately, does not have the opportunity to influence the decision of A. N. Sinkov in providing an apartment to a young teacher.
“Amurstroy is an independent legal entity and is not part of the structure of the United Russia political party,” the construction company said in turn. Russia” cannot serve as a sufficient basis for the commission of legally significant actions.”
Svetlana Bulgakova then turned to the prosecutor’s office, indicating that she considers her legal rights violated. “In the actions of the organizers, there is a deliberate evasion of their obligations to present the main prize of the competition,” the appeal to the supervisory authority says. “In addition, this apartment, in violation of my rights as a winner, could be given away or sold to the ownership of other persons.” She clarified that JSC SZ Amurstroy and the local branch of the United Russia party “actually now shift responsibility to each other, although the competition was held by these organizations jointly.”
In a conversation with Kommersant, Mrs. Bulgakova said that after winning she was given a condition – for five years she must work in the school that nominated her for the competition:
“Now I continue to work, I don’t quit. If there weren’t such a condition, I would send my resume to a new school.”
In the prosecutor’s office of the Amur region, “Kommersant” was told that the prosecutor’s office of Blagoveshchensk was conducting an audit at the request of the teacher. If there are grounds, they say in the department, prosecutorial response measures will be taken.
Meanwhile, hearings on the criminal case of Alexander Sinkov continue in the Blagoveshchensk City Court. He and two of his subordinates are accused of major fraud (part 4 of article 159 of the Criminal Code of the Russian Federation). According to investigators, we are talking about embezzlement of budget funds during the reconstruction of the building of the Oktyabrsky district police department. The defendants in the case presented to the Ministry of Internal Affairs for the Amur Region for payment false documents on the work carried out in the total amount of 132 million rubles. Alexander Sinkov himself considers the accusation unfounded.
