The prosecutor’s office opened three cases of administrative offenses against the well-known Novocollege in Novosibirsk. The department checked a private educational institution after the “Council of Fathers” of Novosibirsk complained about the public position of its founder Sergei Chernyshov. He refused to add “Conversations about Important” to the curriculum, calling them “unacceptable.” The founder considers the claims of the prosecutor’s office far-fetched and hopes that common sense will prevail in court.

The prosecutor of the Central District of Novosibirsk, Alexander Baryshnikov, initiated three administrative cases at once against ANO PA Novokolledzh. The relevant resolutions (copies are at the disposal of Kommersant) and case materials were sent to the justice of the peace.

The private Novocollege was founded by Sergey Chernyshov, Candidate of Historical Sciences, in 2021. In 2022, the educational institution received from the Ministry of Education of the Novosibirsk Region a perpetual license for educational activities under secondary vocational education programs. Training is conducted in a number of specialties, including commerce, law and court administration, advertising, design, etc. The college has 1,200 students and about 100 employees.

The cases were initiated as a result of the prosecutor’s check, which took place in late April – early May of this year. According to the conclusions of the supervisory authority, Novocollege violated Part 1 of Art. 19.20 of the Code of Administrative Offenses of the Russian Federation (carrying out activities not related to making a profit without the necessary license), Part 1 of Art. 19.30 (violation of the rules for the provision of paid educational services) and Part 1 of Art. 20.35 (violation of requirements for anti-terrorist activities of facilities). In addition, the prosecutor’s office claims that Novocollege conducts educational activities in premises not specified in the license. Also, the department came to the conclusion that Novocollege does not have the right to issue state-recognized diplomas of secondary vocational education at all.

“ANO” PA “Novokolledzh” applied for state accreditation of educational activities in July 2022. The college was denied acceptance of the application due to the absence at that time of the application of students who had passed intermediate certification in the relevant educational programs for at least one year of study in these programs, ”says one of the decisions.

The founder of Novokolledzh, Sergey Chernyshov, insists that the claims of law enforcement agencies are far-fetched. The anti-terrorist security passport, which the prosecutor’s office said was missing, is in the possession of the owner of the building, he says. Educational activities are not carried out at the “extra” addresses specified in the decree, the founder of the college insists.

According to Mr. Chernyshov, the claims of the prosecutor’s office are in fact connected with the public position of the leadership of Novokolledzh. It, in particular, manifests itself in the absence of “Conversations about the important” in the curriculum.

Recall that the Ministry of Education added them to the lesson plan in 2022: school and college students once a week after school are told about famous people, memorable dates and the course of the SVO. Mr. Chernyshov told Kommersant that “conducting these lessons” is “unacceptable” for the college, and “according to the current legislation” they “are not an obligatory part of the educational process.”

Let’s add that on April 28 – just before the prosecutor’s check – the “Council of Fathers” of the Novosibirsk Region demanded “to close the Novokolezh (the spelling of the statement has been preserved.— “b”)”. The organization said that in the educational institution “our children are being brainwashed and set against their Fatherland.”

A court date has not yet been set. The total fine under three articles of the Code of Administrative Offenses can reach almost 1 million rubles for a legal entity. “The total cost of fines is about one computer class. If common sense does not prevail – and I believe in it, of course – then we will be punished with this computer class. I think the students and their parents will thank the officials for the fact that they will lose him because of the three accusations made from the finger,” says Sergey Chernyshov.

Kommersant has not yet been able to get a comment from the Ministry of Education of the Novosibirsk Region.

Earlier, the statements of Sergei Chernyshov have already aroused the interest of law enforcement agencies. As reported by Kommersant, in August 2021, he was summoned to the regional department of the Investigative Committee of Russia due to a complaint about his post on the social network. In it, Mr. Chernyshov criticized the initiative of the local branch of the RVIO to rename Sverdlov Square to Alexander Nevsky Square: the first, according to the author of the post, was a “classic bandit” and “terrorist”, and the second was a “collaborator”. Later, Sergei Chernyshov said that the investigators did not open a criminal case in connection with the publication.
