The Prosecutor General’s Office of the Russian Federation proposes to include in the criteria for evaluating the effectiveness of governors a clause on the accessibility and safety of the educational process. On the initiative during the discussion on the shooting tragedies in Russian schools told Irina Rebrina, Deputy Head of the Main Department of the Department for Supervision of the Execution of Federal Legislation.
“We proposed to include an indicator of the availability and safety of the educational process in the rating of governors’ effectiveness. We are well aware that the responsibility of the governor increases the effectiveness of this activity on the ground,” Ms. Rebrina said at the “round table” of the State Duma Committee on Security and Anti-Corruption.
She also clarified that at the end of the year Prosecutor General of the Russian Federation Igor Krasnov addressed the President with a list of initiatives (including amendments to legislation) that relate to the anti-terrorist protection of educational institutions.
“We are in favor of ensuring that all educational institutions, regardless of categories, are provided with security … We also made proposals on private security companies. The question arose about their stimulation when they conclude an agreement for the protection of a social facility,” said Ms. Rebrina.
In May 2022, the government of the Ulyanovsk region planned to propose the Federal Cabinet of Ministers to establish mandatory protection by the troops of the National Guard of all schools and kindergartens. The initiative of regional officials was prompted by the tragedy in the regional center of Veshkaim, where a man killed from a gun to a kindergarten teacher “Ryabinka” and two young children. With the same initiative in September spoke Ombudsman Tatyana Moskalkova after the tragedy at a school in Izhevsk, where, as a result of an attack by a mentally unhealthy young man died 17 people.
