The pros and cons of creating a new system for military registration and enlistment offices named lawyers

The formation of a single state resource with the data necessary to update military registration documents, which the President of Russia instructed to create, will facilitate the work of military registration and enlistment offices, lawyer of the Committee of Soldiers’ Mothers Alexander Latynin told RBC.

As the lawyer noted, by law a Russian citizen is required to be registered with the military and report to the military registration and enlistment office about a change in place of residence, work, family composition, the birth of children, and so on.

“Unfortunately, partial mobilization in our country revealed a tendency that many citizens, for example, having received a disability or having the status of a single father or a father with many children, did not report this,” therefore, they were mobilized, Latynin said.

After the formation of a single information system, the military registration and enlistment offices will receive information about this and there will be fewer such cases. And “for the guys who will be subject to partial mobilization, it will be more difficult and harder to evade the draft.”

As for greater control over citizens, while it is difficult for Latynin to say whether this is good or bad, he believes that we need to see “how this law will work in practice.”

Lawyer Oleksandr Peredruk, who specializes in protecting the rights of conscripts and military personnel, told the agency that most of the necessary information about citizens should already be in the military registration and enlistment offices, since their employees are entrusted with the duty to demand them. In particular, they must obtain information about whether a person is registered with the PND.

The creation of an automated data system can lead to the fact that the information will always be up to date. At the same time, according to the lawyer, this will most likely not change the situation globally. According to him, bringing citizens to administrative responsibility for not registering with the military registration and enlistment office is unlikely to be widespread. “There can be tens of thousands of conscripts for one military registration and enlistment office,” the lawyer noted. “That’s a lot of work.”
