The presidential administration began training new vice-governors on domestic policy

A seminar for vice-governors on domestic policy began in the Senezh management workshop. Seven people told Vedomosti about this – five interlocutors close to the presidential administration (AP), an interlocutor in one of the regions of central Russia and a source in the leadership of one of the regions of Siberia.

Approximately 40 vice-governors are participating in the seminar – from some regions where the heads of the subjects have changed, as well as vice-governors who have recently been working in their posts, and officials from the subjects of the Russian Federation, where United Russia did not receive the highest results in the elections, says one of the interlocutors. According to another source, vice-governors were invited to study – newcomers who need to be brought up to date. This is also confirmed by a source in one of the regions of central Russia: we are talking about officials who first came to the administration before this electoral cycle.

A Vedomosti interlocutor close to the Presidential Administration says that the 2-3-day training for regional officials takes place about once every two months: about five sessions that began in the spring. “Officers change, so from time to time new vice-governors get into the trainees,” he says. The vice-governors will also be informed about the current agenda, he adds. “This is not an opportunistic story – to give instructions so that everyone begins to fulfill them, but a story about training,” notes another source close to the AP.

According to one of Vedomosti’s interlocutors, Alexander Kharichev, head of the presidential department for ensuring the activities of the State Council, spoke about the need to conduct elections transparently: “In fact, this was a repetition of Volodin’s well-known formulation about the COL factor (competitiveness, openness and legitimacy of elections. – Vedomosti) “. That is, according to him, they asked “not to go too far.” Thanks to the foreign policy situation, this is not required, notes a political strategist working in the regions, so it is difficult to expect that “new meanings” will now be voiced to regional officials.

In addition, at such seminars, as noted by one of the sources, vice-governors are taught about Internet technologies (representatives of ANO Dialog, traditionally responsible for this, have not yet traveled to Senezh), officials exchange experience. Also on August 3, the head of Rosmolodezh, Ksenia Razuvaeva, and the general director of VTsIOM, Valery Fedorov, spoke to the vice-governors. They spoke about the development of youth policy and the conduct of sociological research in the regions, says another source of Vedomosti. “The vice-governors are faced with the task of not only holding elections in the region,” the source says, “but also work in the field of regional policy, including taking into account the moods of citizens.”

In fact, vice-governors for domestic policy are responsible for socio-political stability in the regions, and not only to the governors, but also to the federal center, says political scientist Rostislav Turovsky: “The peak of work, of course, falls on the election campaigns, but there are also many current tasks “. Educational seminars have long become a regular practice, he adds: “Their goal is to convey the Kremlin’s instructions to the regions, to set the accents in campaign work.” Seminars are needed when officials have different experience, and it needs to be brought “to a common denominator,” the expert says.
